CARE was the only international NGO to maintain a continuous presence in southern and central Iraq from the 1991 Gulf War to the 2003 invastion. CARE ended all operations in Iraq in October 2004 following the kidnap and murder of Margaret Hassan, CARE's Country Director in Iraq.
